# I Can't Smile, California

> An independent watchdog, commentary and satire website about Medi-Cal dental managed care in California, above all in Sacramento County, where enrollment in a dental plan is mandatory. Every factual claim links to a primary document. Not the State of California, not a dental plan, not advice.

## What this site is

- An independent, volunteer, unfunded project. Produced by volunteers, funded by nobody in particular, and reviewed before publication by no plan, agency, vendor or law firm. The same volunteers run NoSuchProvider.org, a companion site on ghost networks and enforcement; the two sites link to each other for depth and never cite each other as a source.
- Watchdog reporting on the three Medi-Cal dental managed care plans in Sacramento and Los Angeles counties (Health Net, Liberty Dental Plan, and California Dental Network (DentaQuest)): who runs and owns them, who answers for their clinical decisions, the deadlines and notices the rules require, the Beneficiary Dental Exception, network adequacy, the State's audits and enforcement actions, Dental All Plan Letters, and a member's right to their own dental records.
- Commentary and satire. The name, the logo and the visual style parody the State of California's official Smile, California campaign. Opinion is kept in labeled sections, separate from the sourced reporting. Bartle McShill is the site's fictional parody character, a Vice President of Reassurance who says he works for billionaires and wants you to know he is the good guy. He is not a real person. His presentation, Corporate Shield, is a work of parody, not directed at any real person on planet Earth specifically, directed at any and all people who operate like this, in any way.
- Sourced from primary documents only: plan handbooks and provider manuals, DHCS All Plan Letters and audit reports, DMHC enforcement records, statutes and regulations, court and securities filings. Quotes are verbatim and linked. Anything unproven sits in a labeled open questions section. Corrections are made on the page with a dated note.

## What this site is not

- Not the State of California, not the Department of Health Care Services (DHCS), not Medi-Cal Dental, and not the Smile, California campaign, and not connected to any of them. The State's official Medi-Cal Dental site is smilecalifornia.org. This site is a separate, independent parody of that name and look, used for commentary and criticism.
- Not a dental plan, an insurer, a broker, a provider directory or an enrollment service. Nobody here can see, change or explain anyone's benefits, book an appointment or overturn a denial.
- Not lawyers, dentists or anyone's advocate. Nothing here is legal, medical, dental or benefits advice.
- Not a data collector. There is no account, login, member portal, payment, advertising or analytics script on this site. The only form is an optional contact form for tips and corrections, which asks people to leave out their Medi-Cal ID number, Social Security number and date of birth. The site never asks for passwords, payment details, Medi-Cal ID numbers, Social Security numbers or dates of birth.
- Not paid by anyone, and not endorsed by anyone. No plan, agency, vendor or law firm funds it or reviews it.
