The Borrego Sun clinic archive

A small desert weekly spent nine years reporting on the health center chain at the middle of one of the largest Medicaid fraud cases in the country. Its website no longer carries any of it. These are readable copies of all 83 stories, with the address each one used to live at and the archive snapshot it came from.

What happened to it

The paper rebuilt its website and the back catalog did not come across

The Borrego Sun has served the Borrego Springs valley since 1949. From 2015 it covered the Borrego Community Health Foundation, later Borrego Health, a federally qualified health center that grew from one desert clinic into a chain billing hundreds of millions of dollars a year to Medi-Cal. The FBI raided it in October 2020. The State froze its payments. It filed for bankruptcy in September 2022 and its clinics were sold in 2023. The paper was on the story for years before any of that, and kept on it after.

Its old website filed every story at an address shaped like /story/2022/04/01/borrego-clinic/bchf-whats-going-on/7046.html. Those addresses were still working in March 2025. By the first of April the site had been replaced by a holding page, and when it came back it was a different kind of site altogether, without an archive. Every one of those addresses now returns a Not Found.

This was not aimed at the clinic coverage. We sampled stories from the paper's other sections in the same years, arts, sports, obituaries, council meetings, and they are gone too. A whole back catalog went in a website rebuild, which is an ordinary thing that happens to small publishers and an entirely avoidable one. The consequence here is that reporting which helped bring a major fraud case to light stopped being readable anywhere except the Internet Archive.

So we made this. Every story below was taken from an Internet Archive snapshot, stripped of the old site's navigation and advertising, and laid out to be read. Nothing was rewritten. Each page names the writer, gives the issue it ran in, links to the address it used to live at and to the snapshot we took it from.

Whose words these are

None of this is our writing. The bylines are the Borrego Sun's, and Nikki Symington wrote most of it. Anything asserted in these stories is the writer's own, and allegations in them were allegations when published. We removed personal contact details where they appeared and marked the gap. If you are one of the writers, or the paper, and you want something changed or taken down, tell us and we will act on it.

The run

Every story, newest first

Dates are the issue each story was filed under. The paper's own page carried a last-updated stamp as well, but for the older stories that is a single bulk edit in June 2020 when they were moved into the clinic section, so we do not use it.

Why this is here

What it has to do with a California dental site

Borrego Health's chief dental officer from 2017 to 2022 was Timothy S. Martinez, DMD. Since 1 March 2022 he has been the dental director of Health Net, one of the three Medi-Cal dental plans serving Sacramento and Los Angeles counties, which is the subject of this site. We have found no public record accusing him of any wrongdoing. Our page on who the dental directors are sets out his career and the records behind it, and this archive is where several of those records live.

The piece that led us to the Borrego Sun is still published by its author: Michael W. Davis, DDS, Largest Public Sector Dental Scandal in Nation's History, 30 May 2022, all three parts on one page. Many of its links point at Borrego Sun stories that no longer resolve. They resolve here.

Every live address in this archive was checked on 7 October 2026 and all 83 returned a Not Found. The snapshots are the Internet Archive's, and each story page links to the exact one it came from. If a story is missing, a date is wrong or a copy is garbled, tell us.
